Gilbert Buchanan, MA is a 30-year veteran business coach, training & development, contract & labor compliance management consultant who owns Buchanan & Associates, a multiple award-winning technical assistance and diversity program management firm. The firm was established in 2006 to help economic development agencies achieve measurable results, while assisting entrepreneurs, micro, and small businesses become business-ready, contract-ready, certification-ready, and bank loan-ready.

Gilbert has successfully assisted DBE/MBE/SBE/WBE firms within public works, construction, retail, service, and manufacturing environments throughout the States of California, New York, Mississippi, and Nevada secure more than $100 million in government and private contract awards.

Gilbert has directed and ran the Entrepreneurship Center at the Los Angeles Urban League, which served approximately 3,000 small and micro businesses. He is also the key business coach and training facilitator for the Vermont Slauson Economic Development Corporation and the Greater Los Angeles African American Chamber of Commerce (GLAAACC). He was also tasked with leading the SBA Community Navigator Program for the Northwest regions [Los Angeles, Washington, Nevada, Phoenix, and San Diego].

  • Gilbert possesses a Master’s degree in Organizational Development, and a Bachelor’s degree in Human Services from Binghamton University at the State of New York.
  • Gilbert was appointed Procurement Committee Chairman for the Hispanic Coalition of Small Businesses (HCSB); he is also the former Procurement Chairman for the California Hispanic Chambers of Commerce (CHCC) from 2015 - 2018, where he successfully helped DBEs/SBEs become contract-ready.
  • He is the Recipient of the Prestigious Latino Business Advocate of the Year Award for 2016 by the Los Angeles Business Journal and California Bank & Trust.
  • Gilbert has managed small business and procurement programs for agencies such as: Mayor’s Office Los Angeles, Valley Economic Development Center (VEDC), LA Metro, Los Angeles Unified School District (LAUSD), Los Angeles Community College District (LACCD), and the Exposition Light Rail program. at EXPO.
  • He has successfully provided Contract Compliance and Labor Compliance oversight for the LA Metro’s Exposition Phase II $1.6 billion light rail transportation project with 4 major prime contractors [Skanska-Rados, URS Corp., MDG Corp., and Balfour Beatty Infrastructure] and 150 subcontractors [ensuring that subcontractors were paid on-time by primes and received realistic sustainable contract awards.
  • He served as Assistant Small Business Program Manager for LAUSD’s sustainability new and modernization school construction program with a $21 Billion budget, renovating and building over 700 schools.
  • He served as Contract Compliance and Business/Community Outreach Consultant for the Los Angeles Community College District (LACCD), a $6 Billion sustainability new college campus construction program for 9 college campuses with a record-breaking subcontractor contract award success rate of 48%.
  • He has provided technical assistance to more than 2,500 small Latino-owned, Asian-owned, and Black-owned small businesses in obtaining over $100 million in contract awards while partnering with public works agencies such as LAUSD, LACCD, and LA Metro. He uses his patent-pending Business Assessment, Procurement Assistance, and Back-office Management platform called SmallBizPro™ to help small businesses become contract-ready, business-ready, bank loan-ready, and non-profit-ready.
