Michael Burrows has more than 20 years of experience in municipal, private sector, special district, corporate, transportation, commercial development, real estate, international trade, foreign direct investment, and legislative sectors. His efforts are focused on developing and delivering top-level teams which can and have produced quality projects, programs, and services. Those teams continue to work to complement these with on-going strategic planning, capital planning, strategic alliances, some of which become additional public-private partnerships.

Michael’s entire career has been dedicated to transportation, infrastructure, and economic development in the Inland Empire region of Southern California. Over the last 24 years at SBIAA/IVDA, he has been committed to advancing over $290M in public infrastructure projects, resulting in more than $1.7B in private investment, and contributing to a total of over $8.7B in assessed value across a 14,000-acre project area. The Alliance California partnership has attracted major Fortune 50, 100, and 500 firms, just reaching more than 16-million square feet of new development. In December of 2016, the partnership reached 10,786 direct jobs replaced – exceeding the number jobs lost when Norton AFB closed. At more than 14,500 direct jobs by 2020, they now generate more than $3B in economic output for the region. SBD currently serves both UPS and FedEx scheduled air cargo services and the new Amazon Air Regional Air Hub, making it among the fastest growing air cargo airports in the United States for the fourth year in a row.


Previously, Michael managed multi-jurisdictional capital and development projects and programs, including asset management and facility development for BNSF Railway Company and its transportation clients throughout the Southwest, working for the Staubach Company, a real estate and corporate services consulting firm. This included the coordination of property acquisition and entitlements for transload, auto dock, intermodal, and main line freight, commuter, intercontinental rail corridor expansions throughout California, as well as related sales and lease transactions. From Federal grant administration to municipal finance, Foreign Direct Investment programs, business incentive and legislative campaigns to organizational development, environmental planning, permitting, transaction management, and resource alignment – Michael has been able to work with teams for the successful deployment of more than $115M in EB-5 portfolios and over $302M in municipal financings across multiple business lines and enterprise funds.
